If I were the 2nt or double bidder I would be asking my partner to bid the better of his two red suits.
The point is that these are two different bids–they should have different meanings.
negative double for hearts
2Nt is not any sort of “double”. And negative double is a bid that applies when partner has opened. That is not the case here.
